Pave Bank is developing modern financial infrastructure for a new generation of global customers, bringing together traditional banking, digital assets, and modern payment technologies within a unified financial ecosystem.

Alongside its financial products, Pave Bank is building a People function capable of supporting the company’s long-term ambitions.

Rather than viewing People operations simply as an administrative or support function, the company considers it an important part of its growth strategy—covering recruitment, organizational development, workplace culture, employee performance, and operational scalability.

Pave Bank is assembling a high-performing team of builders and operators who want to contribute not only to the company’s products but also to the organization and culture behind them.

Joining at this stage provides an opportunity to help establish People systems, policies, processes, and culture from the ground up.

About the Role

Pave Bank is seeking an experienced People Manager / Generalist to take broad ownership of its People function.

This is a hands-on position combining talent acquisition, HR operations, payroll, compliance, employee relations, organizational development, and strategic business partnering.

The successful candidate will work closely with company leadership while helping build scalable People practices for a globally distributed and rapidly growing organization.

Key Responsibilities

Talent Acquisition

  • Manage the complete recruitment lifecycle across multiple business functions, from candidate sourcing through final offers.
  • Partner with hiring managers and senior leadership to establish recruitment strategies and workforce plans.
  • Develop and maintain strong pipelines of qualified candidates across different markets.
  • Deliver a professional, consistent, and positive candidate experience throughout the recruitment process.
  • Help establish scalable recruitment practices capable of supporting international growth.

People Operations & Payroll

  • Manage day-to-day People operations throughout the complete employee lifecycle.
  • Coordinate payroll processes and ensure employees are paid accurately and on time.
  • Maintain accurate employee records, employment contracts, HR documentation, and People systems.
  • Develop operational processes that can scale as the organization expands.

Compliance & People Policies

  • Ensure People practices comply with applicable employment laws and regulatory requirements.
  • Develop and implement HR policies, procedures, and operational frameworks from the ground up.
  • Continuously review and improve existing People processes as the organization grows.
  • Serve as an internal resource for employment governance, policies, and People best practices.

Employee Relations

  • Serve as a trusted point of contact for employees seeking support or guidance.
  • Handle employee-relations matters professionally, fairly, and confidentially.
  • Develop initiatives designed to strengthen employee engagement and workplace culture.
  • Help maintain a productive, inclusive, and healthy working environment across distributed teams.

Strategic Business Partnering

  • Work closely with senior leadership as a strategic People partner.
  • Contribute to organizational design and workforce-planning decisions.
  • Support performance-management programs and company-wide scaling initiatives.
  • Provide practical recommendations and insights to leadership on important People-related decisions.
  • Help ensure People strategy remains aligned with the company’s broader business objectives.

Executive & Operational Support

  • Provide additional operational assistance to company leadership when required.
  • Support scheduling, coordination, follow-ups, and other executive activities.
  • Assist with internal communications and cross-functional company initiatives.
  • Collaborate with teams throughout the organization to ensure important projects and People initiatives are successfully implemented.

Requirements

The ideal candidate should have approximately 5–8 years of professional experience in People Operations or Human Resources, with substantial exposure to recruitment, HR operations, and generalist responsibilities.

Candidates should also demonstrate:

  • Proven experience building People functions, processes, policies, and operational systems from 0 to 1, particularly within startups or rapidly growing organizations.
  • Strong experience working with globally distributed teams and recruiting candidates across multiple countries or regions.
  • Excellent understanding of international recruitment practices and global talent markets.
  • Strong knowledge of the Singapore and Malaysia Employment Acts, with familiarity with additional international employment regulations considered advantageous.
  • Practical experience managing payroll processes and supporting compliance requirements across multiple jurisdictions.
  • Excellent communication, collaboration, and stakeholder-management skills.
  • The ability to work effectively with colleagues and leaders from different countries and professional backgrounds.
  • Strong organizational and prioritization abilities.
  • A proactive approach to identifying and solving People-related challenges.
  • Comfort operating within a fast-paced, evolving, and sometimes ambiguous startup environment.
  • The ability to move between strategic planning and hands-on execution depending on organizational needs.

Nice to Have

Additional experience that may strengthen your application includes:

  • Experience managing regional or multi-country People operations.
  • Previous employment within a rapidly scaling startup or venture-backed technology company.
  • Familiarity with modern HR and recruitment technologies such as Ashby and Revolut People.
  • Experience working directly with founders, executives, or senior leadership teams.
  • Demonstrated experience developing or scaling global recruitment engines covering markets such as EMEA, APAC, and the United States.

Ideal Candidate

This opportunity is well suited to an experienced People professional who enjoys building systems rather than simply maintaining established processes.

The successful candidate should be comfortable taking substantial ownership, solving problems independently, and helping determine how the People function should evolve as Pave Bank grows internationally.

You should be equally comfortable discussing organizational strategy with senior leadership, managing recruitment pipelines, reviewing People policies, coordinating payroll, and supporting employees with day-to-day workplace matters.

Above all, Pave Bank is looking for someone capable of combining strategic HR thinking with practical execution in a global, high-growth environment.
